Somalia’s House of the People approved the Digital Transactions Bill with 137 votes in favour on October 21, the Ministry of Communications and Technology said. The lower-house vote advances a proposal intended to provide a legal framework for electronic transactions, including digital payments and platform-based financial activity.

Communications Minister Mohamed Adam Moalim, known as Mohamed Soomaali, thanked lawmakers and the parliamentary communications committee for reviewing and advancing the measure. The ministry presented the decision as part of its work to develop the country’s digital economy and support secure electronic transactions.

The bill addresses activity increasingly conducted through electronic systems, placing the legal treatment of those transactions within the parliamentary process. The announced milestone is its passage by the House of the People. Implementation will depend on the legislation’s subsequent completion and the arrangements made under it.
